What this verse is about

Paul is not saying every painful event is good in itself. He is saying that God is powerful enough to work even through suffering for the good of those who love Him. That is why the verse gives hope without becoming sentimental.

Context

Romans 8 is full of suffering, adoption, the Spirit, and future glory. Verse 28 belongs inside that larger story of God finishing what He began in His people. Read there, it becomes more than a comforting quote.
